2026 FIATA World Congress: Flash Last-Minute Offers, Because It's Never Too Late to Be A Part of History
FIATA is pleased to announce two new special offers designed to make participation in the 2026 FIATA World Congress in Milan more flexible than ever. Special Registration Fee: €500
The first offer provides access to two full days of the Congress, on 7 and 8 October 2026, for €500, VAT included. This special rate is open to all, regardless of membership category, and covers participation in the Congress sessions and activities included in the programme on both days. The Italian Night and the Gala Dinner are not included in this rate.
Promo 1+1 Day Pass: €250
The second offer rewards those who bring a colleague or business partner along. For every Day Pass purchased at €250, the Federazione Nazionale delle Imprese di Spedizioni Internazionali (FEDESPEDI) will offer a second Day Pass free of charge for another person, to be used either on the same day or on the following day. International Trade and Law: FIATA Contributes to Global Dialogue on Financing Goods in Transit at STCC9
FIATA participated in the 9th International Conference on the Coordination of Secured Transactions Reform (STCC9), held at the European Bank for Reconstruction and Development (EBRD) Headquarters in London on 21-22 September 2026. The conference brought together more than 150 participants from governments, international organisations, development banks, industry and academia to explore how legal reform, policy, digitalisation and investment can expand access to finance.
Representing FIATA, Ms Andrea Tang, Director of Legal and Regulatory Affairs, joined Panel 4, "The Financing of Goods in Transit: The Emergence of New Standards and Interaction with Existing Instruments", alongside experts from United Nations Commission on International Trade Law (UNCITRAL), the International Chamber of Commerce (ICC) Banking Commission, the Global Shippers Forum and European Bank for Reconstruction and Development (EBRD). The panel examined the financing implications of the forthcoming UN Convention on Negotiable Cargo Documents (NCD Convention), which is expected to be opened for signature in October 2026. Discussions focused on the potential of the Convention to improve access to credit for goods in transit and enhance the legal certainty necessary for modern trade finance. Panellists also explored how the Convention will interact with existing legal frameworks, including UNCITRAL's Model Law on Electronic Transferable Records (MLETR) and other instruments supporting digital trade.
During the session, FIATA highlighted the practical role of freight forwarders in facilitating international trade and the importance of legal and digital frameworks that support secure, interoperable and commercially viable electronic trade documentation. The discussion underscored the need to ensure that legal reforms are aligned with operational realities and supported by industry adoption if their full benefits are to be realised.
As the international community prepares for governments to sign the NCD Convention starting this October 26 in Accra, Ghana, FIATA encourages governments and stakeholders to actively support its ratification and implementation. Broad adoption of the Convention has the potential to strengthen trust in digital trade documents, improve access to finance for businesses, and contribute to more efficient, resilient and inclusive global supply chains.
Road Freight: Romania Introduces Distance-Based Road Tolling for Heavy Goods Vehicles From 1 October 2026
From 1 October 2026, Romania will replace its time-based vignette for goods vehicles over 3.5 tonnes with TollRo, a distance-based charging system. The charge will depend on kilometres travelled, vehicle weight, EURO emission class and road type, ranging from approx. €0.015 to €0.12 per km.
Payment will be possible through a contract-based service, a single-journey route ticket bought in advance, or the TollRo mobile app provided by the National Company for Road Infrastructure Administration (CNAIR). Compliance will be enforced through roadside checks and automatic cameras, with a flat charge of approx. €377 where unpaid distance cannot be established.
Interoperability with other European Union tolling systems through the European Electronic Toll Service (EETS) is not expected until 15 January 2027, so non-Romanian hauliers should secure a payment solution before operating in Romania. Freight forwarders should factor the new charges into road freight pricing and carrier negotiations.

Maritime: IMO Secretary General Briefing on Maritime Security, UN Diplomacy and MEPC 85
On 23 September, FIATA attended the briefing the International Maritime Organization (IMO) Secretary-General, who gave an update on maritime security and on the United Nations (UN) General Assembly.
Attacks on shipping are spreading
In and around the Strait of Hormuz, 84 incidents have been confirmed. Twenty-four seafarers have died, at least three are missing and several have been injured. The Red Sea has seen six incidents and four deaths, and four incidents have now occurred in the Mediterranean. The Black Sea and Sea of Azov are becoming critical, with reports of more than 100 vessels attacked since August and around 30 seafarers killed.
Piracy has also returned off Somalia and in the Gulf of Aden, with 17 incidents recorded. Four vessels remain hijacked and 71 seafarers are held hostage while negotiations continue. The IMO is following these cases closely and urges the industry to avoid high-risk waters.
Maritime security amongst the top preocuppations of the UN agenda
During the UN General Assembly, the Secretary-General asked governments to involve the IMO early in any UN Security Council discussion on shipping, seafarers or freedom of navigation, and the request was well received. Diplomatic contacts continue in the region, including renewed talks between the United States and Iran. Still, he was clear that no measure will be effective until there is a ceasefire and the root causes of the conflicts are addressed.
On decarbonisation, negotiations at the IMO's Marine Environment Protection Committee continue. Governments are working on compromise positions, and the aim is to make as much progress as possible at the next session in November. FIATA will be participating in MEPC 85 and has submitted a document calling for transparency of compliance costs passed down the transport chain and of emission reduction claims under the IMO Net-Zero Framework. It will report back to its Members following the session.
