Navigating Upcoming ICS2 and PLACI Updates: Key Changes for Freight Forwarders

The EU's Import Control System 2 (ICS2) Release 3 Update

The Import Control System 2 (ICS2) is a safety and security measure by EU Customs, requiring detailed pre-arrival information on goods entering the EU. Initially applied to air cargo in 2023, ICS2 will extend to sea transport from 3rd June 2024, and to road and rail by 2025.

ICS2 Release 3 is set to significantly impact freight operations across all transport modes entering the EU and will particularly affect maritime shipments starting 3rd June 2024 for maritime and inland waterways carriers. It will extend to all forwarders (maritime and inland waterways house-level filers) from 4th December 2024.

The extensive new data requirements include 6-digit HS codes for each item in a consignment, an ‘acceptable description’, and detailed buyer and seller information.

Freight forwarders wishing to protect their house-level data are strongly encouraged to register as self-filers with the European Customs Authorities. The deployment window for self-filers is set to close by the end of November 2024, so immediate action is advised. The EU Commission has issued special guidance on the multiple filing of an Entry Summary Declaration (ENS).

To navigate this complex landscape, freight forwarders need to ensure their internal systems are prepared, processes are streamlined, and employees are trained on the new ICS2 requirements. Additionally, establishing strong communication with maritime carriers/shipping lines and other stakeholders is crucial to avoid unnecessary data sharing and maintain control over sensitive commercial information.

Update on the UAE National Advance Information Centre (NAIC) PLACI Requirements

The United Arab Emirates' National Advance Information Centre (NAIC) is rolling out the Pre-Loading Advance Cargo Information (PLACI) system as part of its efforts to enhance national security by collecting early data for risk assessment. Initially launched as a pilot in 2019 with selected air carriers, the PLACI system aims to cover all commercial air freight and cargo airlines. Full enforcement of PLACI for air freight is slated for 2025, with maritime shipments to follow.

By Q1 2025, all import and transit air freight shipments are expected to receive automated "Assessment Complete" (AC) status. This automation is already in place for carriers that participated in PLACI Phase 2, including major players such as Etihad Airways (EY), Emirates (EK), DHL, Lufthansa (LH), and British Airways (BA). By the second quarter of 2025, the final deadline for industry-wide compliance will come into effect.

PLACI for Maritime

NAIC is also expanding the PLACI system to cover maritime shipments, targeting containerised imports, transits, transhipments, and Freight Remaining on Board (FROB). The guidelines for PLACI in maritime are expected to be finalised by the end of 2024, as the pilot programme is currently being tested with several leading sea carriers (refer to the graph below).
Unlike the air freight sector, where only the air carriers are permitted to file PLACI, the maritime version will allow local freight forwarders to submit house-level information up to 24 hours before loading.
